Moon Jae-in Government's Disabilities Employment Policy and Future Directions

Abstract

|
This study analyze whether the Moon Jae-in government's job policies for the people with disabilities, environment and the strategies were properly established. The policy trends identified in the official and informal aspects, focusing on the analysis of the policy environment related to the people with disabilities and the major policy plans of the government. There are still a lot of disabled workers, low wages, and unstable jobs. Vocational rehabilitation infrastructure to solve this problem is also not systematic. These problems have been identified statistically and appropriately recognized by the government. 'Moon Jae-in's election campaign promise', '5th comprehensive policy plan for the people with disabilities', '5th promotion of employment of the disabled and vocational rehabilitation plan', 'Media interview on the job policy for the people with disabilities', 'SNS of the Ministry of Employment and Labor', and '5-year road map for job policy' were utilized on analysis. As a result of the analysis, it was confirmed that the policy tasks were similar to those of the previous ones, but in the sub-projects, more intensive and new projects were introduced to encourage the participation of large corporations. On the other hand, more specific strategies should be developed to respond to environmental changes such as “the 4th Industrial Revolution”, "people with disabilities participation policy", "Transfer of central government authority to local administration", "minimum wage increase", "reorganization of minimum wage exemption system"
